There are plenty of reasons people want to get to 60 fast, and frankly, it doesn't really matter. Whether you are a power leveler, want to start a new character, or want to reach your friend's level, this Diablo 3 leveling guide will help you reach your goals.
Leveling up just got a lot harder with the re-implementation of game limits, making most of the previous techniques invalid. With that having been said, the techniques I will tell you about in this guide do not require you to create many game sessions so they still work, and they are 100% legal.
Let's get started shall we?
The trick here is to farm Act 3 for each difficulty. Act 3 is a lot more concentrated on monsters than the other Acts and also has many chokepoints that you can use to your advantage. You also need gold and a level 60 friend for this to work. The first thing you want to do is to get your friend to run you through the game and unlock all the waypoints for you, then leave and start your own game.
This is where the grinding starts. Farm Act 3 Normal up to level 30, then jump to Act 3 Nightmare.
Note: Since most of the drops will be too high level for you, you must use the Auction House to buy gear every 4-6 levels. If you can afford it, get some equipment with + experience or at the very least get a helm with a socket and put a Ruby gem in it. You can get an iLvl 25-28 Chest, Rings, Amulet, Offhand, and Weapon with about +13 experience on them, as well as a Flawless Square Ruby which gives 19% more. If you get all of the equipment, it is possible to get around +78 more exp along with a 19% bonus! This will greatly shorten your leveling time if you can afford it. If you are a power leveler or just level a lot of alts, you can keep using this gear set over and over again so it is a good investment to get one.

Farm here until you get to about 42-45, at which point you have to use the Auction House to buy level 60 gear with 15 - 18 reduced level on them.
Note: The maximum -reduced level on an iLvl 62 item is 16 while the maximum for an iLvl 63 item is 18. As with the previous point of + experience gear, remember that you can keep using these sets over and over again for all your leveling needs. Here is an example of iLvl 62 and iLvl 63 items for our purposes:

With your new underleveled but overequipped character, you can now start grinding Act 3 Hell until you get to level 60. At this point you cannot use + experience gear since level 60 gear doesn't have this affix (for obvious reasons), but you can still use the helm with the Ruby.
I have used this system for many of my characters and have gotten them to level 60 in as little as 30 hours.
So to recap:
- Get a level 60 friend to unlock all the waypoints for you
- Farm Act 3 Normal until level 30
- Farm Act 3 Nightmare until level 45
- Get level 60 gear with -15 level reduction
- Farm Act 3 Hell until level 60
